Nymphea capensis (he guesses wildly).

Edit: This pic got picked up on Botany Photo of the Day last week, which a) explains the boost in visitors (welcome all) and b) confirms my ID but points out a recent taxonomic change. This species is now Nymphaea nouchali var. caerulea apparently.
